Strategic Plan 2031
Papillion La Vista Community Schools' strategic plan sets the vision for our district's educational future. Building upon our strong foundation, we've engaged with our entire school community—students, educators, families, and business partners—to identify priorities that will guide our district forward. Through comprehensive stakeholder feedback and collaborative planning sessions, two powerful themes emerged that will shape the educational experience for every student in our district.
Our strategic plan is brought to life through collaborative action teams consisting of educators, administrators, students, families, and community partners. These teams develop specific initiatives and measurable outcomes aligned with each strategic focus area, ensuring our vision translates into meaningful action that benefits every student in our district.

Our Strategic Focus Areas

PLCS will implement high-quality instructional practices and equitable learning systems to ensure academic rigor while empowering all students to take ownership of their learning.
- Ensure rigorous student learning through aligned instructional practices, meaningful feedback, and professional learning
- Ensure feedback and communication centered around student achievement is valuable and available to relevant stakeholders
- Promote rigorous systems which maximize human resources to enhance support for equitable student learning opportunities across all buildings
- Develop a culture of high expectations and perseverance for staff and students that includes encouraging students to take advantage of all academic opportunities


PLCS will provide all students with equitable access to a broad range of advanced academic and career-connected opportunities--including AP coursework & exams, academies, internships & college credit opportunities.
- Expand awareness and understanding of current AP, academy, internships and college credit opportunities
- Strengthen and diversify academy pathways and certification options
- Increase access to meaningful, real-world internship experiences
- Explore emerging AP course & exam offerings that support evolving student and community needs
- Enhance communication systems across schools, families, and community partners


PLCS will create and implement a consistent, district-wide 6-12 system for communication and stakeholder resources, that support students, parents, and educators in planning for course selection and steps beyond high school.
- Standardize district-wide use of a systematized tool for resources and communication
- Create transparent course registration and pathway process
- Develop students’ capacity and skills for academic and career planning
- Increase parent understanding, access, and engagement in student’s academic planning & decisions
- Ensure consistency and fidelity across all schools with a systems approach to academic student planning


PLCS will provide students equitable access to coordinated behavioral, emotional, mental health and social supports that foster self-awareness, well-being, and engagement in a safe and inclusive environment.
- Strengthen the district-wide MTSS framework to align all social-emotional, behavioral, and mental health supports
- Examine the efficacy of current mental health supports to sustain and broaden existing resources
- Explore and identify systematic processes that align data and practices in order to provide clarity on behavioral and mental health needs and supports
- Increase staff capacity and utilization of skills, knowledge, and strategies to support student behavioral and mental health needs


PLCS will meaningfully engage students, families, staff, and community members in our schools through intentional connections and practical access, resulting in a culture of belonging, pride in community, and student success.
- Coordinate school, district, and community calendars to improve access
- Maximize resources to support engagement by utilizing data
- Systematize community and business partnerships for student enrichment opportunities
- Remove economic and practical barriers to family engagement
- Expand language supports for communication
- Provide adequate opportunities for families and staff to engage with schools


PLCS will align and enhance systems for strategic retention, recruitment, intentional support, and professional growth for educators.
- Design an intentional and sustainable model for supporting schools in the area of personnel
- Minimize barriers toward the recruitment and retention of staff
- Enhance and align feedback practices through professional learning and appraisal processes
- Systematize pathways for teaching certification and leadership supports
- Recruit and develop staff to meet the needs of students
