Board Meeting Bulletin, 9/28/2026
Welcome to our Board Meeting Bulletin series, where we highlight key takeaways from each board meeting to keep our community informed and engaged with the latest developments in our school district.
Final Tax Request Hearing: Before the regular meeting, the Board held a public hearing on the district's 2026-27 final property tax request. Property valuations in the district rose from about $10.2 billion to nearly $10.9 billion this year. The proposed total property tax request across the General, Bond, and Special Building funds is $117,252,972. Even so, the district's overall tax levy is expected to drop by about 1.3 cents, continuing a recent trend of levy decreases. No members of the public spoke at the hearing. The Board is expected to consider the formal tax request resolution at its next meeting.
2026-27 Budget Adopted: The Board approved the district's 2026-27 budget across all eight funds, including a General Fund budget of $177,431,296. Leaders pointed to several factors behind this year's budget: the opening of Lincoln View Elementary, rising labor and health insurance costs, continued growth in special education, curriculum needs, and increased transportation, custodial, and maintenance costs as the district grows.
Early Retirement Incentive: The Board approved annual updates to Policy 4143, the Temporary Early Retirement Incentive Program. The program lets the Board approve up to 15 applications from eligible certificated staff for the 2026-27 school year, with each participant receiving a one-time $35,000 benefit. Applications are due December 1. The program thanks long-serving educators for their years of service while also creating cost savings as positions are filled by staff earlier on the salary schedule. Administrators are not eligible.
Option Enrollment Discussion: The Board began its annual review of which schools will be closed to option enrollment students from outside the district for the 2027-28 school year. Administration recommended closing Ashbury Elementary, Bell Elementary, Lincoln View Elementary, and Papillion Middle School because of capacity. Board members also discussed enrollment and demographic balance between the district's two high schools and plan to continue the conversation at the October 1 board retreat. A final vote is expected at the next meeting.
