Welcome to our Board Meeting Bulletin series, where we highlight key takeaways from each board meeting to keep our community informed and engaged with the latest developments in our school district.

Pulse Survey Results: Dr. Christopher Villarreal presented results from the district's first year using a pulse survey model, which replaced the previous annual survey format. Seven shorter surveys were distributed throughout the 2025-26 school year, each tied to one of the six areas of the district's strategic plan and returning results to stakeholders within two weeks. Combined, the surveys generated nearly 11,000 responses from staff and parents and guardians. Results were generally positive and stable across most measures, though the survey on student discipline showed a notable decline compared to prior years. Dr. Villarreal outlined several refinements being considered for next year, including adding a broader baseline survey, adjusting the number and timing of pulse surveys, and exploring more targeted distribution to improve response rates and actionability.

Police Department Camera Integration: The board reviewed a proposed partnership with the Papillion Police Department that would allow officers to access live district camera feeds during active emergencies through a platform called LeoSight. Dr. Villarreal presented a draft memorandum of understanding and proposed updates to board policy 5706. Key terms of the draft agreement include access limited to genuine emergencies only, full district ownership and control of all camera systems, a logged record of all access, and the ability to revoke access at any time with 90 days notice. The item is expected to return for a formal vote at the July 13 board meeting.

Policy Updates: The board reviewed proposed updates to student policies. Changes to Policy 5301 (Student Conduct, Vandalism, and Disruption) update language to align with a recent change to Nebraska state statute, including new definitions for "parent" and "educational decisionmaker." Updates to Policy 5610 (Emergency Response to Life Threatening Asthma or Anaphylaxis) also reflect current state statute and guidance from DHHS, including allowing qualified school nurses to train staff on emergency response protocols. The board also began its annual review of the 6000 series of instructional policies; any recommended changes will be discussed at the July 13 meeting.
