Welcome to our Board Meeting Bulletin series, where we highlight key takeaways from each board meeting to keep our community informed and engaged with the latest developments in our school district.

Teacher Contract Agreement Approved: The board unanimously approved a two-year teacher master contract covering the 2026-27 and 2027-28 school years. The agreement includes competitive salary increases in both years, reflecting the district's commitment to attracting and retaining high-quality educators. The contract also maintains comprehensive health and dental insurance options and includes provisions for professional development support.

Board Policy Updates: The board approved comprehensive revisions to the 8000 policy series covering board organization and operations. The updates, reviewed by the Kansas School Boards Association and refined by a board subcommittee, include clarifications to board member qualifications and various organizational procedures. One amendment was made to clarify that board members include those either duly elected or appointed according to Nebraska state law who have taken the oath of office.

Springfield Platview Boundary Agreement Renewed: The board approved continuation of the interlocal boundary agreement with Springfield Platview Community Schools for another 10-year term. The agreement allows for the transfer of undeveloped land between 60th Street and 128th Street north of Platteford Road into the Papillion La Vista district boundaries, with developers paying Springfield Platview for property tax revenue loss on transferred parcels.

2024-25 Audit Report Acknowledged: The board received the annual audit report for fiscal year 2024-25, which showed responsible fiscal management across all district funds. General fund spending remained below 2% growth from the previous year and stayed under budgeted amounts in all fund categories. The district maintained appropriate cash reserves while managing a timing difference in federal reimbursements that will be corrected in the current fiscal year. The audit contained one finding related to monthly reconciliations during implementation of the new finance system, which has since been corrected.

Legislative Session Update: The district's legislative liaison provided an overview of the 2026 legislative session, highlighting several education-related bills under consideration. Key bills being monitored include LB1050 regarding third-grade reading retention requirements, LB653 on option enrollment provisions, and LB990 concerning property tax relief fund allocations. The district submitted a letter outlining concerns about the proposed reading retention legislation based on research and current best practices already in place through existing reading law requirements.
