Welcome to our Board Meeting Bulletin series, where we highlight key takeaways from each board meeting to keep our community informed and engaged with the latest developments in our school district.

Elementary 17 Boundary Discussion: The district presented two boundary concepts for Elementary 17, which is scheduled to open for the 2026-27 school year. After extensive community engagement including three public forums and feedback from internal and external boundary committees, the administration recommended:

  1. Approve boundary concept #2, which provides a better balance of student enrollment between Prairie Queen Elementary and Elementary 17, with cleaner high school feeder patterns
  2. Approve grandfathering for current third and fourth graders (future fifth and sixth graders when Elementary 17 opens)
  3. Consider grandfathering for active military families

The boundary process included careful consideration of neighborhood schools, geography, traffic patterns, and feeder school alignments. The Board expressed general support for concept #2 and will vote on the boundaries at an upcoming meeting.

2023 Bond Issuance: The Board approved the issuance of $55 million in general obligation school building bonds, representing the second installment of funding from the May 2023 bond election. Cody Wickham from D.A. Davidson reported favorable market conditions with interest rates expected to be lower than previous bond issuances, potentially saving the district approximately $2.7 million in interest expenses. This funding will support ongoing facility improvements and safety projects across the district.

Administrative and Superintendent Contracts: The Board approved administrative salaries for the 2025-26 school year, including a certified administrator base salary of $74,290 (an increase of $1,690 from the current base). The average package increase for certified administrators is 4.035%, while the assistant superintendent will receive a 3.80% increase.

Additionally, the Board approved Dr. Andrew Rikli's superintendent contract through June 30, 2028, with a 2025-26 salary of $273,947.31.

Superintendent's Year-End Performance Goals Update: Dr. Rikli provided a progress update on his five performance goals for the 2024-25 school year:

  1. Restart the district strategic plan
  2. Develop communication and engagement plans for district families
  3. Implement enhanced curriculum, instruction, and technology
  4. Expand district staff recruitment and retention strategies
  5. Implement a plan for bond facility projects

Dr. Rikli noted that while some goals have clear endpoints, others represent ongoing initiatives that will continue to evolve. He credited the collaborative efforts of the entire district team for the progress made in each goal area.
