Financial Facts Bond 2023
No Tax Rate Increase!
Question:
How can you have a bond issue that is a no tax rate increase?
Answer:
To accommodate a growing student population and to keep older schools up to today’s standards, PLCS has had a bond issue about every 5-6 years. One of the previous bond issues is being paid off. Therefore, we can address the needs of our facilities and enhance our safety and security at no tax rate increase. School Boards and school officials have timed previous bonds to assure new debt isn’t taken on until the older debt is retired. The ultimate goal is to keep the tax rate flat while addressing the facility needs of PLCS.
Question:
If the bond issue fails will taxes go down?
Answer:
Yes. There is debt retiring from a previous bond that this bond will replace. If this bond fails, the taxes will decrease. The potential savings would be about $60 a year or $5 a month for a $100,000 home. However, the needs will still exist and taxes may decrease temporarily, but another bond issue will be needed which will then cause taxes to increase instead of staying flat.
Question:
If the bond issue passes, how will we know that the taxes will not increase?
Answer:
PLCS has a history of holding true to the bond issue tax promises. For example, when voters approved the 2018 Bond Issue, they did so with a promise that four cents would be the maximum bond fund tax levy increase due to the bond. This chart indicates what happened to the bond fund tax after the 2018 bond was approved. The total increase is less than one cent.
Estimated Costs:
- Elementary Projects = $56.9 million
- New Elementary School = $27.1 million
- Middle School Projects = $21.2 million
- High School Projects = $13 million
- New land purchases = $5.7 million
- Technology Infrastructure = $1 million
- YATP project = $5 million
Total costs = $129.9 million
How can this be a no tax rate increase?
To keep up with growth and school updates, PLCS has done a bond about every 5-6 years. There is a previous bond that is being paid off, so this new bond, approved will replace the bond being paid off and it will not cause a tax rate increase.
Note: Bond Funds can only be used for construction costs & equipment.
