PLCS Community Approves $109.9 million Bond Issue Tuesday, May 15, 2018

Tuesday May 15, 2018 represents a remarkable moment in Papillion La Vista Community Schools’ history. Residents from PLCS voted overwhelmingly in support of a $109.9 million bond. Not only was this the single biggest bond in PLCS history, but the margin of victory was also the largest. This bond will allow the District to address three priorities: enhancing the safety and security of existing buildings, expanding our schools to accommodate our growing student population, and building upon the greatness of our pre-existing facilities and programs.
Construction Begins
Planning, design work and construction started immediately after the voters approved the bond issue. Knowing safety and serving a growing student population were the priorities, the architects immediately went to work on the planning and design on the various bond projects.Completed projects

Future School Property
At the May 23, 2022, Board of Education meeting, the Board voted to approve the resolution for the selection of property in the Granite Creek subdivision and entering into a Property Purchase and Sale Agreement with Granite Creek Development, LLC for $727,620.
The District can sell the land or use the land for future projects if needed. A future elementary school building would need to be put on a future bond for approval.

Liberty Middle School
The design phase began Summer 2021, and BCDM presented preliminary designs to the Board in the October 25, 2021, BOE meeting. Bids for the construction project were opened on October 28, 2021.
At the November 8, 2021, BOE meeting, the Board approved the low bid of $5,049,000 from Cheever Construction Company.
Construction began Spring 2021 and will conclude July 2023.
- 14 additional classrooms
- Build for additional 250-300 students
- New capacity of 750-800 students

Rumsey Station Elementary
The design phase began Summer 2021, and BCDM presented preliminary designs at the October 25, 2021, BOE meeting. Bids were opened November 16, 2021, and at the November 22, 2021, BOE meeting the Board approved the Rumsey Station Elementary School bid of $4,870,000 from Meco-Henne Contracting.
Construction began in the Summer of 2022 and is estimated to be completed in July 2023.
- Improve safety and security by adding controlled access entryway
- Cafeteria expansion to include an additional entrée being served each day for lunch and the use of permanent ware instead of Styrofoam.
- Office renovation and renovation to an existing Kindergarten classroom.

PLCS Foundation Field Team Meeting Room Building
The PLCS Foundation Field Team Meeting Room is completed! BCDM presented designs at the June 14, 2021, BOE meeting and provided an update at the October 25, 2021, BOE meeting to include air conditioning in the plans. Overall, the budget for this project is $1,439,644.15.
Construction began in the Fall of 2021 and was completed in the Summer of 2022.

La Vista West Elementary
Construction bids were opened at the PLCS Central Office on December 17, 2020, for construction of approximately 7,050 square feet of new addition, 13,285 square feet of heavy renovation, 25,600 square feet of light renovation in accordance with specifications prepared by BCDM Architects. Inspections of the building were available by appointment. Formal approval on the bid of $4,811,967.93 took place at the January 11, 2021, board meeting.
Construction at La Vista West Elementary began the Summer of 2021, estimated to be completed by Winter 2022.

Papillion La Vista High School
In January 2022, students and staff moved into the newly completed front offices, 9th grade wing, and Skills/Technical Trades and STEM rooms. Conversion of the old office spaces into a large multi-purpose meeting space (Phase 4) and conversion of the former trades spaces into additional PE space (Phase 5) are estimated to be complete before the 2022-2023 school year.
Construction bids for Papillion La Vista High School were approved during November 11, 2019 BOE meeting. Prairie Construction was approved to do the work for the renovation/addition project for $21,721,000. At the January 13, 2020 BOE meeting, the BOE approved of the bid of $911,111 from Prairie Construction Company to build six new tennis courts, a new parking lot with lighting and a storage shed. The courts will be located on the north side of Carey Street where land was purchased from Wildewood Christian Church. The tennis courts were moved at the end of 2019 to make way for the STEM addition.
At the November 8, 2021, BOE meeting, the Board approved the addition of a sidewalk connecting the north parking lot to the stadium for $83,406.26. Funding for this additional project is through bond/construction funds.
Other projects included in the renovation/addition project include:
- Additional classroom including 9th grade wing (complete)
- Expansion of cafeteria (complete)
- Flexible learning space added for fine arts and other classroom activities
- Additional PE classroom space
- Additional classroom area for STEM and the trades (complete)
- Improve safety and security by adding controlled access entryway and relocating main entrance to north side of school (complete)

Carriage Hill Elementary
Construction was completed in the winter of 2021.
During the April 13, 2020 Board of Education Meeting, the board approved of a bid of $5.9 million by DR Anderson Constructors Co. to do the renovation work on Carriage Hill Elementary. The full design began in the winter of 2019, with construction beginning in the spring of 2020.
The project included:
- Major school renovation including expanding the physical size of older classrooms to same standard as newer schools.
- Improve safety and security by closing open classrooms and adding controlled access entryway
- Cafeteria expansion to include an additional entrée being served each day for lunch and the use of permanent ware instead of Styrofoam.

G. Stanley Hall Elementary
Construction was completed in the Summer 2021. The total cost of this project was $8,185,886.02.
- Major school renovation including expanding the physical size of older classrooms to same standard as newer schools.
- Improve safety and security by closing open classrooms and adding controlled access entryway
- Cafeteria expansion to include an additional entrée being served each day for lunch and the use of permanent ware instead of Styrofoam.

Papillion La Vista South High School
Construction is complete!
At the January 13, 2020 BOE meeting, the BOE approved of $2,216,650 from Ronco Construction to build a new parking lot to better facilitate a smoother drop off and pickup as well as making parking easier for students.
On March 25, 2019, the BOE approved of a bid of $18,875,000 from MCL Construction for the PLSHS addition and renovation project. At the same meeting, the BOE approved of bid of $141,066 from Midwest Tennis and Track Company for the PLCS District Stadium Track Resurfacing. The total cost of this project was $24,373,634.72.
Other projects included in the addition/renovation project include:
- Expansion of cafeteria
- Flexible learning space added for fine arts and other classroom activities
- Additional PE classroom space
- Additional classroom area for STEM and the trades
- Improve safety and security by adding controlled access entryway

Anderson Grove Elementary
Construction is complete! The total cost of this project was $6,385,542.25.
Bids approved on January 14, 2018. Construction started summer of 2019.
- Seven additional classrooms a new art & science room and a new Library.
- Improve safety and security by closing classroom pod areas and adding controlled access entryway
- Cafeteria expansion to include an additional entrée being served each day for lunch and the use of permanent ware instead of Styrofoam.
- Reconfiguration of the parking lot to allow for safer and smoother drop off and pick up.

Ashbury Elementary School
Construction is complete! The total cost of this project was $14,722,663.

- Located west of 120th and north of Schram
- Will relieve overcrowding at Prairie Queen Elementary
